PACC-Center of civil society for good governance raised the 6 characteristics of good governance to awaken Thai society for anti-corruption

The office of public sector anti-corruption commission (PACC) together with the coordination center of civil society for good governance enhance and anti-corruption (Center of civil society for good governance) held a workshop of the civil society network for anti-corruption on September 7, 2016 at the convention center of Chulabhorn research institute. Keynote speakers included Mr. Prayong Preeyajit PACC secretary, Mr. Peerapong Saicheo Deputy of the Bangkok Metropolitan Administration, Mr. Pinyo Thongchai PACC committee, and Mr. Kobkul Chantawaro PACC advisor. The workshop received great attention and was packed with crowded attendants.

Mr. Prayong stated that corruption in Thailand had admittedly become an increasingly severe issue over the past 10 years. The main cause of the corruption issues was that the state authorities generally did not perform their duties straightforwardly. When a corruption issue becomes a severe problem, it also becomes a national crisis. In the past, processes of resolving corruption issues by PACC has been delayed because PACC was not legitimately given any power to resolve the corruption issues independently. Before the Thailand coupincident on May 22, 2014, the corruption issues had long caused tremendous problems in

the government sectors.

The best solution for resolving the corruption issues in the government agencies is the good governance which consists of 6 following characteristics

1. Rule of Law: Laws need to be strictly used and implemented. If the laws are not appropriate, those laws needs to be revised.

2. Morality: Adherence to virtuousness, sense of duty, and honesty

3. Accountability: Creation of trust and faith among others with the audit process

4. Participation: Allowance opportunities for people participation to share any ideas, comments, and suggestions in decision making for important national issues.

5. Responsibility: Mechanism for emphasizing the government officers to realize their responsibilities and to carefully pay attention to public issues.

6. Cost Effectiveness: Management and use of resources to be worthwhile and beneficial

to the public.

Moreover, the PACC secretary stated that PACC would, from now on, work in collaboration with relating organizations to ultimately implement these characteristics of good governance to the whole country. The implementation would start in the city of Bangkok and expand to other cities in the nation. If the good governance were successfully implemented in all 77 cities of Thailand, corruption issues would be unlikely to occur. The good governance will also strengthen the community sector and civil society in the areas. In addition, an additional approach for suppressing the corruption should include 3 following components.

1. All frauds who have committed corruption should be prosecuted. 2. New frauds should be prevented by stimulating the implementation of good governance to the government sectors. 3. Any possible new frauds should be monitored by asking helps from people in the whole country to watch and investigate any wrongdoing acts that are on suspicions of corruption. If a person finds any corruption acts in the areas, he can inform by contacting the PACC call center. PACC will be seriously resolve the corruption issues to help the

country move forward.
